The Sylvania FS-2 is a glow-bottle starter for preheat fluorescent lamps rated 14 to 22 watts, including the common F14T12, F15T8, and F20T12. The starter closes to preheat the lamp cathodes, then opens to trigger the arc. A lamp that flickers or repeatedly cycles on a preheat fixture usually needs the starter replaced before the ballast.
